GENERAL DESCRIPTION:
Reporting to the O’Chiese First Nation Chief and Council, the Director of Operations will ensure the effective and efficient management of the O’Chiese First Nation and its department. The Director of Operations holds a key leadership position with OCFN. When representing the OCFN, the Director of Operations shall demonstrate professionalism at all times.
JOB PURPOSE:
The Director of Operations assumes complete responsibility for carrying out assigned polices, procedures and regulations. The Director of Operations has the authority to direct the implementation of the First Nations programs and services, and is responsible to oversee the overall financial management and the management of all staff members as well; direct the day-to-day operations, implement policy, hire, train, delegate, supervise, evaluate and release staff, attends all Chief and Council meetings and is invited to all OCFN Committee meetings, and acts as a consultant to the Chief and Council and its committees.
DUTIES AND RESPONSIBILITIES:
· Administer the day-to-day operations of the OCFN;
· Directs the staff’s implementation of the OCFN Policy;
· Prepares procedure statements for Chief and Council governance;
· Develop and maintain effective employee relations with all employees of OCFN and its departments;
· Ensure that each OCFN Department comply with and contribute effectively to the OCFN Yearly Operational Plan;
· Conducts both and internal and external environmental scan to identify emerging issues that affect the OCFN. The internal scan brings to the Chief and Council’s attention issues arising from within the First Nation, such as need for technological resources. The external scan identifies issues that may have an impact on the First nation, such as change in Provincial or Federal policies, or funding;
· Develops programs and services that work towards the vision, within the policy guidelines set by the Chief and Council;
· Sets the agenda, coordinates, facilitates and acts as the chair person for all OCFN Community Meetings, including off reserve meetings;
· Establishes control and follow-up mechanisms for the First Nation and its departments;
· Facilitate the research, planning, development, implementation, and evaluation of programs and services;
· Ensure that programs and services meet the OCFN Policies and Procedures, and reflect the Chief and Council’s priorities;
· Hires, supervises, evaluates, and releases staff according to OCFN Policy;
· Supervises the recruitment, selection, orientation, and training of contractors and consultants;
· Implements the OCFN Financial Management Policies for the allocation and distribution of financial resources;
· Monitors and reports and provides Chief and Council regular statements of revenues and expenditures;
· Acts as the OCFN key negotiator and spokesperson for new funding and existing agreements;
· Must be knowledgeable of AANDC and Health Canada funding;
· Negotiation and strong communication skills are an asset.
Qualifications:
The ideal candidate should have:
1. A Post-Secondary Degree and or Diploma in Business Management or equivalent, or relevant discipline required, and require a minimum of five (5) years working in senior management with progressive levels of responsibilities.
2. Valid Class 5 Drivers license
3. Knowledge of INAC Audits requirements, Federal/Provincial Funding
4. Ideally and would prefer a candidate with Five (5) years of experience working in or for a First Nation Organization in a senior management position
5. Ideally and would prefer a candidate who can understand or speak Saulteaux and or Cree.
