JOB DESCRIPTION 

Position: Project Manager
Department: ISETS – Indigenous Skills & Employment Training
Organization: Yellowhead Tribal Council 
Location: Edmonton & Participating First Nations
Employment Type: Full-Time Contract (Project-Based)


POSITION SUMMARY

The Project Manager is responsible for planning, coordinating, and delivering the Water & Wastewater Operator Certificate Training for YTC member Nations. This role ensures the successful execution of training activities, supports student success, manages instructors and partnerships (including NAIT and YTC College), and oversees all budgeting, reporting, and community engagement required for a high-quality training program.

The Project Manager will play a key role in building long-term capacity within the Nations by helping create certified operators for community water treatment facilities.


KEY RESPONSIBILITIES

1. Project Planning & Coordination

  • Develop and manage the full project work plan, timelines, and deliverables.
  • Coordinate scheduling with NAIT, YTC College, instructors, and Nation leadership.
  • Organize classrooms, training sites, equipment, and all operational needs.
  • Ensure all learners meet prerequisites and enrolment requirements.

2. Student Support & Program Delivery

  • Oversee student recruitment, intake, interviews, and onboarding.
  • Support student attendance, engagement, success, and barrier removal.
  • Track student progress, certification requirements, and completion rates.
  • Provide regular communication to students and Nation coordinators.
3. Stakeholder & Partnership Management
  • Act as the primary liaison between YTDF, NAIT, instructors, and community partners.
  • Attend meetings with Chiefs, Councils, Directors, and community representatives.
  • Ensure consistent communication and reporting to leadership and funders.
4. Financial Management
  • Manage project budgets, expenses, and financial reporting.
  • Oversee purchase orders, invoices, travel, and training-related costs.
  • Ensure spending aligns with ISETS, YTDF, and funding policies.
5. Reporting & Compliance
  • Prepare monthly progress reports, student data, and attendance records.
  • Maintain documentation for ISETS requirements and funding accountability.
  • Ensure compliance with safety, training standards, and accreditation requirements.
6. Community Engagement
  • Work with Nations to promote the program and identify candidates.
  • Attend events, info sessions, and presentations to support recruitment.
  • Strengthen long-term workforce development strategies for water operators.


QUALIFICATIONS

  • Diploma or degree in Project Management, Business Administration, Environmental Science, Indigenous Studies, or related field (equivalencies considered).
  • Minimum 2 years experience in project coordination, training programs, or workforce development.
  • Experience working with Indigenous communities and knowledge of First Nations governance is strongly preferred.
  • Strong organizational, communication, and relationship-building skills.
  • Ability to manage budgets, timelines, and reporting systems.
  • Valid Class 5 licence and ability to travel to YTC member Nations as required.
  • Knowledge of water & wastewater treatment processes is an asset (training can be provided).

Employment Details
  • Hours: Monday–Friday; occasional evenings/weekends for events.
  • Travel: Required to YTC member Nations.
  • Salary: $2,300 Bi-weekly ($32.85/hr)
  • Reports To: ISETS Manager
