The ISETS Financial Officer is responsible for providing financial support and quality assurance functions to the ISETS program for the successful financial operations of the YTDF ISETS Program.  The Financial Officer will adhere to the YTC Employment Policy and is responsible for the integrity of the general accounting practices, financial reporting claims, accounts receivable, payables, and collection of backup documents from YTC sub-agreements to ensure all audit requirements and procedures are followed.

QUALIFICATIONS:

  • Post-secondary diploma/degree in finance and accounting is preferred
  • Experience with computerized ACCPAC accounting software program and internet banking systems
  • Diploma/Degree in Business Management/Administration and equivalent working experience will also be accepted

SUMMARY OF DUTIES:

  • Ensure financial records are managed according to legislation, policies and procedures and generally accepted accounting principles;
  • Work closely with ISETS Coordinator to develop and maintain solid financial reporting systems to mirror all client data according to the Knowledge Keeper reporting system.
  • Supervise and maintain cash control and monitor spending and recommend a corrective course of actions as necessary within the “ISETS Guideline on Eligible Expenditures Manual”
  • Ensure all client EI verification records are on file for monitoring purposes
  • Ensure all clients are eligible to receive EI Part II funds and issues funding payments in accordance with the master agreement under “EI Section 25 referrals”;
  • Complete administration and sub-agreement financial monitors with Service Canada, ensuring accurate coding of cheque requisitions are completed in accordance with the approved chart of accounts listed in AOP expenditures plans with supporting documentation, invoices, cash flows.
  • Obtain and analyze planning documents relating to Annual Operational Plans, which may impact budgets and project costs;
  • Provide verbal reports to YTDF Board when necessary on ISETS Finances.
  • Maintain a close working relationship with YTC CFO and YTC Financial Controller to adhere to YTC Finance Policy and Procedures.

WORKING CONDITIONS: 

  • Ability to sit for long periods of time and manual dexterity.
  • Ability to work remotely when necessary
  • Ability to lift 25lbs, bending and carrying
  • Travel is required to YTC member First Nations as required
